Local Development Framework Group

Working arrangements

To ensure that the government's aspirations and the proposed review timetable are met it is necessary to establish innovative procedures and reporting structures. The process is being driven by the Council's Cabinet advised by the LDF Working Group. In order to ensure that the LDF Working Group represents the views of a wide range of people, the Group consists of representatives from the Town and Parish Councils and the Local Strategic Partnership, which is responsible for producing the Community Strategy.

 

All papers for the Group are circulated to all members of the Council with an open invitation for them to attend any of the meetings. At key stages in the review process, consultation and reporting is widened to include Scrutiny Management and Council. It is envisaged that these key stages would be

  • Start of the review process
  • Submission prior to the formal public examination
  • Adoption.

 

It will, however, be open to Cabinet to widen the reporting process on occasion as it sees fit.

 

 

Terms of Reference

  • The purpose of the Group is to advise the District Council's Cabinet via the Portfolio Holder for the Environment on the preparation of the Local Development Framework and it's associated documents.
  • The Group is not a decision making body, its recommendations will be reported back to Cabinet via the Portfolio Holder for the Environment.
  • A number of the issues that will be discussed by the Group will be of a confidential nature. Group members must respect this confidentiality and not discuss these matters outside of the Group until they have been formally placed in the public realm.
  • All District Councillors and officers involved in the Group will abide by the Council's Protocol regarding general conduct. All other members of the Group may find this protocol helpful and will be expected to declare any conflict of interest, and the precise nature of the conflict, as soon as they become aware of its existence. A conflict of interest will not necessarily bar a particular Group member from taking part in the discussion.
  • Group members from outside of the District Council have been asked to join as they have a valuable contribution to make as representatives of the community rather than of their specific organisation.
