Equality in Procurement
Firms and organisations that are awarded tenders are acting on
behalf of Dover District Council and will be expected to comply
with current equality legislation in the same manner as the
Council, in both employment and service delivery.
Dover District Council is committed to ensuring equality in
every aspect of its service provision. The Council will always
promote equality of opportunity for everyone, regardless of race,
gender, disability, age, faith or sexual orientation, both in the
delivery of its services and in the employment of staff. It will
also ensure that full consideration is given to diversity, human
rights and user focus as part of the delivery of all its
services.
A guidance document has been produced.
To enable Dover District Council to monitor their suppliers for
equality we will be contacting them all over a fixed period of
time.
We will also be introducing a new section to the
pre-qualification questionnaire (PQQ) that is issued with all
formal tender documents.
An example of the letter we will be sending and the updated PQQ
wording are shown here, together with our timetable for this
2006/07 – Letters sent to all current suppliers with annual
spend of £30k+
2006/07 – PQQ – questionnaire added to all new tenders
2007/08 – Letters sent to all current suppliers with annual spend
of £50k+
2008/09 – Letters sent to all current suppliers with annual spend
of £75k+
